From measuring culture to measuring behavior

Kai Roer created the Security Culture Framework, adopted by ENISA for EU-wide cybersecurity guidelines. He founded CLTRe, the first security culture measurement company, later acquired by KnowBe4 — where he served as Chief Research Officer. He wrote Build a Security Culture and co-authored The Security Culture Playbook (Wiley, 2022).

CLTRe measured what people think and feel about security. Praxis Navigator measures what they actually do. That evolution — from culture to behavior, from surveys to signals — is the story of this company.
